[SOLVED] Pesky Virus, can't wipe my pc. Need help! (FIXED)

I've gotten a pesky virus on my pc. Scanned it with Bitdefender and it appears to be called gen:variant.Ulise.83340 attached to both my windowsupdate.exe and Update Service. If I try to update, it will fail and ill get stuck in some sort of bios loop where essentially the only thing I can do is restart my pc, but restarting it brings it back to the bios screen. I've only ever been able to get out of that by system restoring to one of my previous points but im assuming that doesn't solve anything since the virus is still there. When I try to wipe my pc and keep files, it fails and says no changes were made. If i try to wipe it completely it still fails and says no changes were made. How do I go about clearing something like this? Bitdefender has quarantined the 2 items so im not sure what steps I should take.

Clean install windows. I hope you are a full verified back up of all your data before this infection because of the files are encrypted they’re gone

Backup all data.

Create a windows installation drive (ideally on other machine)

Boot into drive on the infected pc

From the installer, format disk and install windows fresh.
