Phase out components(Australia)

Before I started let me introduce myself I am a average gamer and also a IT person that have move from console gaming to PC. Well for the 3 years duration it was worth it until Skylake have arrive. Now it ruined my upgrade plans for my computer which is an LGA 1150 motherboard. I have an i5 4590 but I was planning to upgrade to 4790 not the k version as I don't intend to overclock. The point is the upgrade capability of PC gaming is now gone as components easily get phased out. I know CPU doesn't really matter that much but I already have a GTX 970 GPU so If you people should think that I should focus on my GPU I'm all good.

What, find new parts even though Intel doesn't sell them? You can on places like Amazon and Newegg and Tigerdirect, just be expected to pay a lot. As for getting Non-K CPUs, you don't need to worry about getting them used too much because they aren't stressed as much since they aren't overclockable. CPUs a couple generations before new tend to sell for ridiculous prices (as in more than they were new). I'm not entirely sure of why that is, probably because people are trying to snap it up for a low price.
A GTX 970 is still a beefy GPU. As for your CPU, upgrading to a 4790 will not improve your performance much unless you do rendering or CAD. The 4590 is still a good CPU as the latest generation is about maybe 10% better performance-wise. Heck, I still use a first-gen Xeon for my computer and have not seen the need to upgrade!

Intel keeps cranking out a new generation every year or so. Each generation is an improvement over the previous, yes, but not enough to justify spending hundreds or even thousands of dollars to upgrade (unless you just have tons of money laying around, which the average person doesn't!) to go up 3 generations for something that will be replaced in a year.
 
That's the point I don't intend to use my PC just for gaming lol like I said I'm a IT person. I'm current using virtual machines to administrate a server and client for education purposes. About the budget your right about that and I understand as I also don't have that much of a money but I do see I7 hyperthreading feature really good in gaming capability such as emulation of console games( maybe PS3 games in the future). Since I don't overclock 4ghz of I7 maybe is a big deal to me.

Will there be atleast a solution to find a phase out components without buying a second hand version atleast?
