phenom 2 x4 955 fps issue

i have :
phenom 2 x4 955 BE overclocked from 3.2 to 3.6
sapphire r9 270 2 GB
gigabyte 990xa ud3
6 Gb of ram

the problem is when i play the evil within it starts with about 30 fbs and goes up and down between 23 fps to 55 along the game in 1080p maxed out all the high settings
but when i reduce the resolution to gain some more fps even when i change it to 1280 720 and make my setting low .. the fps is same and no any gain in it
do you think this is a cpu problem ? because if it is graphics problem then it should affect the fbs when i change the resolution or the quality setting ..

I doubt it is the CPU. I have another rig with a PhII X4 965BE @ 4.0GHz and a R9-280. I don't have that game, but every game I've tested with the rig, it allows the gfx card to hit 100% usage w/o itself reaching anywhere near that. Your CPU isn't all that far from what mine was, and your card is less demanding.
I don't believe that game is that demanding, is it? There must be something else at play...
Is this in single player mode?

If those requirements are to be believed, then your system is a bit on the light side. The CPU is a long way from certain i7s they recommend. Although not so much if they include the 1st gen Core i7. Your OC'd Pentium II X4 is easily the equivalent of the i7-860, -920, -930, -940, -950

But with a R9-270 at 1080p, I would imagine that is the weakest link in your situation now. Even though it is much faster than the GTX 460 they recommend, it will still struggle at max settings. You mention using high settings. Is that near the max settings?
 


yes actually i gave it another try after a fresh install of windows 8.1 , and after i turned of motion blure and made the antialaizing to fxaa and every other thing is maxed out on 1080 it runs from 36 fps to 55 ,, most of the time it is in 40s .
