Phenom II Bad Clocks, Please Help!

Hi, this is my first post on this forum and i need help solving an issue i have with my Phenom II x2 555 dual core processor. I have noticed this issue only recently, and that is that my clocks are extremely low (around .5-1.7 Ghz on average) with the clock multiplier on the default setting of x16, and the CPU is rated at 3.2 Ghz. I have an old ASUS M4A7TTD, that a buddy gave to me when he upgraded, he never had any issues with it.
I would really like to know if anyone has any ideas on what i can do to fix this, i have already tried setting my clock multiplier all the way up to x32 and i'll only get as high as 2.7 Ghz. At this point i'm just hoping that i don't need to buy a new CPU.
 
Put it under stress and see where it's at. I have a Phenom II X6 3GHZ 6 core and 90% of the time while I'm surfing or browsing, it stays at 0.8ghz. Even gaming, it's hard to get all 6 cores up to 3ghz. Run prime and max it and see what your cpu usage is.
 

I'm running prime now, and staying around the 1.4 Ghz range, here's what it looks like

It will stay around those numbers when i'm playing any high- power game as well.
 


This may or may not be a noob question, but the bios is a .rom, and i don't have floppy disks, or a drive for that matter, so do you know if there any other way to install it?
 
It can be installed from a USB flash or thumb drive.
Your motherboard has EZ Flash2 in the bios menu. Always save a copy of the old bios first .Just in case your new bios download is corrupted. If it is or you have ANY problems flashing the new bios. Flash the old bios back BEFORE you reboot.
 
First, determine what version of bios you have. Reboot and look at the boot up screen for something like this.

I finally went through and updated, it fixed all of my issues, and even unlocked 2 more cores, thank you so much.
