Phenom ii clock speed problems

my amd phenom ii x6 1045 t wont ever go to the boost clock of 3.2 gigahertz, even when turbo core is enabled... i need help, my cpu is bottlenecking me.

Did you have your power options on your pc set to high performance?

i went and checked the power options, it seemed like i was running some crappy amd fusion profile for laptops, and now it goes past 2.7 gigahertz, thanks alot.
