soo im building a budget build and i came across old amd cpus , so which one is more powerful?(note there's only a $7.5 different at terms of price)

For a 7.5$ difference get the Phenom II x6, it has 6 cores and it is a black edition so you can overclock it if you need to.

If no overclocking is involved then its like this:
For old games (mostly before 2014) - X4 at 3.6 wins
For new games the X6 wins

If you do get a decent cooler and do some OCing then the X6 is better for everything just keep in mind it needs a decent motherboard.

Wait so basiclly the x6 is better at oc? btw my motherboard is an ASUS M5A78L-M/USB3 . for the x6 is $78.54(and it's brand new)

That motherboard can barely handle the 6 core at stock... no safe way to overclock an x6 on that mobo so you either go with a stock X6 and hope it works on the long run or be safe and go with the x4 and maybe oc a bit.
