Not sure what you're implying. An "unofficial" document would be something Phison produced that wasn't supposed to be shared, presumably. This is saying, AFAICT, that Phison had nothing to do with this document and that the source of it is unknown, and likely under investigation because there could be legal ramifications for creating a false document that intentionally harms a business.
