Phone Storage Problem

My phone memory says it has 32gb storage. But the available space was only 15.9gb and I haven't downloaded any apps yet. Now I downloaded Facebook and it says "insufficient storage space". I can't download any app from Google play store because of this. Now I reset my phone hoping that it just needs to. Still the same problem. I don't know what to do. This is frustrating. Please help. And I already reset my phone 3x this week.

That includes OS and everything else that may be on it. Ad (if you can) another micro SD card for more space and direct new apps to install on it or transfer personal files to it from phone memory.
