Photo/Video Editing Build: i5-4570 or i3-4130 + gtx 650

Been a long time lurker, and finally I have an important question to ask. I can't seem to find the right answers after 2 weeks of searching the interwebs.

I'm doing a photo/video editing build for my sister. She'll be using Adobe Photoshop and Premiere Pro CS6, as well as Vegas Pro 12. Absolutely no gaming. And the budget is limited to around $200 for the CPU+(i)GPU.
Common sense tells me to take the i5 route for Photoshop (she's gonna use Photoshop more than Premiere Pro), but I'm seeing posts/videos online that say discrete GPUs can greatly help in photo editing. So, which is which? Also, feel free to chime in other combo suggestions.

It would be close, but I'd give it to the I5 4670...the CPU powers going to help over the GPU acceleration.

Yes but any discrete GPU would be enough.

Get the cheapest 6450 and get the i7 4770 instead the non"k" version.

The hyperthreading of i7 will definitely help in video editing and rendering.

You will save 2-4 hours per big rendering on different graphical aspects of Photoshop and your sis will thank you for saving tons of time.

Yea get an AMD card as they've been optimizing for openCL for years...a cheap one(6450 as Bassim suggested) after the fact, will do wonders to the 4670 if she happens to get the funds later on.

I think this is FX 8320 territory, unless your heart is set on intel. The first intel chip that can touch it starts at $200. I have seen the 8320 for $140.

Yea this would be good with a 7750...would bring it to around 240 for the two. Probably be the quickest of the options.

I forgot to mention that the budget is quite tight, so the i7 is a no go for me. I've also thought of going the AMD route, but people have been saying it would be a waste to pair them fx-83x0's with a cheap mobo/chipset (which I will if ever, since I'm really tight on budget). Though since I'm not going to overclock anyway, I don't think that would matter. Or would it?

Also, I know that AMD is good for Photoshop (OpenCL) while Nvidia is for Premiere Pro (MPE-Cuda). I'm leaning on getting nvidia because of this, since if I am right, video rendering is the most time-consuming of them all. Any thoughts?

For part one...I've used this Asus 970 board for about 8 months now on an O.Ced(4.5) 8250 and have had no problems. http://www.amazon.com/dp/B008V99350/?tag=pcpapi-20...without O.C....it should be perfect for the 8320....

Part two...Adobe PP supports open CL which will help with the 7750...probably better all around.
