I agree. Most that you'd probably need in a budget is something around ~$1200. Just choose a decent processor, at least 8GB RAM, MAYBE a decent entry level video card (~GTX 750 Ti) if your main concern is photo editing.

Heck, I'm using Photoshop on my 2010 Pentium Dual-Core laptop. What you're doing by building a high-end machine is just making your workflow more pleasant.

Wait, then why exactly do you need to build a new one? That build is barely two years old and can still be considered top of the line. Is your wife also doing something really intensive or is she just using it for general office work? Not trying to intrude upon you, but just wondering why you're throwing around all this computing power like it's nothing. Got the itch to build the latest and greatest all the time? Because other than that, there's no real perceptible performance increase for almost anything in gaming or the like.

when im done prob will enjoy it for like 2 weeks before ill give it to him lol.
as im keep looking prob will go with a i7-5930k ,32g ddr4,gtx 980...as core ...and looking at the ramage mobo right now...
still looking for solutions....at what can i fit in 3500$

I don't think you even need a powerful graphics card for photoshop, no matter what you do with the program. Just get the 5820k, a good cooler to make it very silent, a mid range low wattage graphics card (750ti), and a BIG ssd. Spend your money on a 1tb SSD instead of a gtx980, and it will be a lot more enjoyable for photoshop.

With that kind of budget, you could even get a 2GB/s PCIe SSD, and it would be much better than a top of the line gfx card.
