Photoshop, Premiere hardware utilization

I am building a budget PC (400-450$) for work (Just the tower, no peripherals). The two main programs i will be working on are:
1) Photoshop
2) Premiere. (The first one more than the latter.)
The question is; whats gonna be more important for me, the GPU or the CPU.
How much money should i spent on each?

Adobe products use the CPU moreso than the GPU. If you're using CS6 or later than I believe certain functions are gated off if a dedicated GPU isn't available.

Your biggest bottleneck will almost certainly be storage, so write the data to an SSD and then move it to mass storage if you can.
 
Your budget does not permit optimization for anything.
Here is an article on photoshop recommended hardware which is considerably greater than your budget.
It is useful, however to see what is important.

2 x 8gb of ddr4 ram. $140
H310 motherboard $60 plan on using integrated graphics.
240gb Samsung evo ssd $60
HDD for bulk storage $50
windows $110
cheap case $40
G5600 processor $110
minimal 450w psu $50.
keyboard, mouse, monitor...
