You upgraded from 8 to 10, but Photoshop was installed on 8 right? Most likely it just never bothered to check the system specifics (other than available memory) after the first run or install time. It's not that rare actually.

i upgrade from windows 8 to 10 yes but did not install photshop on win 8

all of the apps CCleaner,CPU Z,Steam, etc detect as windows 10 pro 64 bit only photoshop or maybe they just cant display photoshop i find this one

Yes, does sound like the photoshop system information strings just are screwed up. No issue though, there's no additional features in Win 10 that weren't in 8, so everything should still work.
