It's not a review, it's an advertical. It's an advertisement intended to induce you to buy one via the link provided so that the site can receive payment.

It's not a bad thing per se. It's how many websites make money these days and if you like the content at Tom's Hardware you should consider using these links to support the site if you are in the market for the item. I'll be building a new PC in the next few months and I'll certainly use them when I can. Even more so because I know I use ad blockers that very much do decrease the revenue for sites like this.

Still, it's more advertisement than review.
