Picking parts for a second editing pc (not asking for full build)

Hey guys, sorry for bothering you with this but I've been trying to find resources online for what the most important/used part of the computer is while video editing aside from the cpu.(I won't be rendering, I have a different computer for that.)

So far I've come to the conclusion that I'll need at least 8 gb of ram, a decent cpu with more focus on speed rather than cores, a dedicated gpu with minimum 512mb ram.

Everything else would be ok being lower quality as long as it doesn't impact performance too negatively.

Do you think these requirements will be enough for just importing footage and then editing them? (no 3d video editing)

If I made any mistakes on my conclusion, please give me your input as that would be greatly appreciated.

By the way, after coming to a conclusion here, I'll edit in a component list and then we can discuss that together too if you guys like. The budget is maximum $850 cad at most. Nothing over. $700 cad would be a better goal.

The software I will be using is adobe premiere pro on windows 10.

I'm not asking for a full build btw so feel free to just give your thoughts.
