Here are a list of parts I plan on buying. Details on the aim of my build are mentioned here.

What are your thoughts on my choice for PSU? Do you think 650 Watts is overkill or do I need to go higher than that?

I based it off from Seasonic's watt calculator website.  What factors into this is that the graphics card I've already own has a memory clock speed of 8008MHz which exceeds the threshold of the watt calculator (only goes up to 2502MHz).

Also my budget is around $950 Canadian for my entire build;

bear in mind I've already owned two hdds:

Samsung - 840 Series 250GB 2.5" Solid State Drive
Samsung - Spinpoint M8 1TB 2.5" 5400RPM Internal Hard Drive

and a graphics card:

EVGA - GeForce GTX 1060 6GB 6GB SSC GAMING Video Card

The psu wattage you need id primarily driven by the graphics card you will use.
Here is a nice chart:

GTX1060 will run on 450w.
I have no problem overprovisioning a PSU a bit. Say 20%.
It will allow for a stronger future graphics card upgrade.
It will run cooler, quieter, and more efficiently in the middle third of it's range.
A PSU will only use the wattage demanded of it, regardless of it's max capability.

Seasonic focus is top quality, the 650w unit you picked is excellent.
