Question Pin Shortcuts

Update your post to include full system hardware specs and OS information.

Include PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

List of all connected peripherals.

Any error codes, pop-ups, or other messages appearing when the creation attempts fail?
 
You should be able to drag the shortcut into the Start Menu, or right-click the shortcut and select "Pin to Start."

Sometimes Win11 sucks and doesn't let you do that if it's a shortcut. The way I solved it was by placing the shortcut in C:\ProgramData\Microsoft\Windows\Start Menu\Programs, then searching for it in the Start Menu and was able to pin it.

If that doesn't work, I think there's a RegEdit change you can make to allow everything to be pinned.
 
FYI.

Registry edits are a last resort and should only be done after a full system backup.

Including the Registry itself.

There may be some initial success as a result of registry edits.

However some future update may fail or otherwise go astray because the Registry is not as expected.

Just adding a note of caution.....
