Ping becomes very high whenever I switch on my PC?

Basically, whenever I switch on my PC the ping rises significantly and the upload speed decreases. I have checked that nothing is downloading on my PC at the time, and I am not even running anything, just at the home screen.

On my phone I used the speedtest app, and before I switched on the PC I got my standard results, 5.4 Mbps download, 0.7 Mbps upload and 35 ping, I tested it a number of times and got the same. Then, when I switched on my PC and signed in, my results on my phone were very different, 5.4 Mbps download, 0.1 Mbps upload and 400-600 ping. Finally, when I switched my PC back off, the results were back to normal.

Does anyone have a suggestion on how I could get it back to normal? I only purchased the PC around a month ago, and it didn't used to happen, but now it does.
 


I am not using an Ethernet cable at all in my home, just a wireless tp link dongle plugged into my pc. From what I know of, I am not internet sharing and I'm not too sure on what a static IP is.

Are you asking for a diagram of how my router is hooked up or my PC?
