Ping monitoring

Not sure if I am posting in the right place or not but my brother is having a issue with his ping jumping up to like 1200 for a few seconds every once in a while. I don't seem to have the issue myself but just to make sure is there a program that I can install to monitor my ping for a few hours to see if i have the issue myself?

Windows 7:
1)Press the Start button
2) In the search box at the bottom type "cmd" (without the ")
3) This will bring up the command line. Now type "ping google.com -t"
This will do a constant ping for as long as you keep the command open. All you need to do is just scroll up.
