Ping spikes in excess of 5000, packet loss up to 85% - Windows 10

Windows 10, Virgin Media, UK, 100mb download.
I only just realized now (months too late) that my problems started happening when I first upgraded to windows 10. I was able to cope because I was able to fix it twice, once with power adapters (simulates wired connection using power lines) and also a wifi extender.
Recently however, I will spike to 5000 ping both in team speak and in CSGO, with packet loss going up to 85%, I will then be disconnected from everything briefly, then shoved back in. I've had two Virgin Media engineers out who both collectively achieved fuck all, surprise surprise.
Why not revert back to windows 7 I hear you ask? Around Christmas time last year I bought star citizen and it would not work. I reverted from windows 10 to windows 7 and it worked, then reverted back to windows 10 and it worked. But for whatever reason, windows was not activated on my PC anymore. (I had a genuine windows 7, and a genuine windows 10 before reverting back to windows 7 and must have neglected to activate windows 7 again before upgrading back to windows 10?)
I am unable to play any online game because the ping spikes and packet loss is too frequent and severely punishing. In a full CSGO competitive, I had over 800 ping in-game for 5 rounds and had to beg my team to kick me. And whilst I believe my internet was shite to begin with, this can't be mine or my ISP's fault, because not even Sir Richard Branson is able to fuck me this hard. After some digging a little earlier tonight, I found a post on a battlefield 4 forum (https://battlelog.battlefield.com/bf4/fr/forum/threadview/2955064803056324877/) that was very similar to my problems, and mentioned that when he reverted back to windows 8.1 the problems went away.

I can't really afford to buy windows again, not right now anyway, so is there anyway to diagnose or fix this issue without having to do so? Ty.

EDIT:

FIXES ATTEMPTED Uninstalling and reinstalling network adapter drivers

Removing + renewing IP in CMD

Flushing DNS

Using Google DNS

Using Resource monitor to see if any programs were utilizing my network

Disabling Windows updating from other PC's as seen in another post - https://gyazo.com/ee2117e579be168487f51248dd8ac8f6

Tried different PC, ping spikes not as severe and still some packet loss, but other PC is also on Win10

Launching in safe mode w/networking, this wouldn't let me connect the internet and said I can't use the default administrator profile? Not sure what that meant

It may also be worth adding that when I would idle, I asked my friends in teamspeak to keep an eye on my connection information and tell me my ping and packet loss to the server. For the whole 10 minutes that I didn't touch my PC, I stayed at around 40 ping idle, and as soon as I came back and used my PC, I instantly spiked to 1000 ping.

This is the resource monitor and task manager network feeds. As you can see on the resource monitor, I am apparently utilizing 0% of my network, with only chrome and a couple other programs being open. But, as you can see on the task manager graph, the wifi is very volatile, and is constantly spiking. I can confirm that I had around 4000 ping and 25% packet loss, and even disconnected from my teamspeak server whilst this still said 0% network utilization.
I'll add more as I do more/remember more

The newest super hub (3?) is in the living room, and is essentially as far away from my bedroom as it can be. But like I said, before windows 10, my connection was fine, and I got download speeds on steam of around 15mb.

When I first started getting issues, I bough power adapters as mentioned, which simulated a wired connection and improved me speed and fixed the lag for a short while. Then it came back even worse.
Right now I am connected via a range extender, which still achieves 18 ping in speedtest.

My network card is the

TP-LINK TL-WDN4800 N900 Wireless Dual Band PCI Express Adapter

And the range extender is the
