Slow internet speed. I pay for 15 MB. When i do "ping google.com", i see that i have high ping (>800). When i did tracert, i saw that problem is on 2nd & 3rd node. Here's log:

1 <1 ms <1 ms <1 ms 192.168.1.1
2 187 ms 147 ms 88 ms 10.121.20.113
3 965 ms 879 ms 887 ms 10.121.20.114

2 and 3 have the same IP if i do tracert to other web-sites. My pc connected to a router and after that, cable go to the street.

Solution
At this point I would personally recommend contacting your ISP, tell them about your latency issues and your poor download rate, and that you are not getting the speed's you are paying for. Also I assume you mean you are paying for a 15Mbit connection (15MB (Mbyte) is about 150Mbit). Speedtest.net tests in Mbits as well so if you are getting 0.5Mbit of a 15Mbit connection that is absolutely terrible.
The two numbers in the second entry, and the third entry of the trace route are your Dsn look up server addresses of your ISP.

If you continue to have problems with high latency from them.
Login to your router and manually set two Dns server IP addresses other than the ones your Isp has provided through auto setup.

Click on the link bellow to get a list of fast and free DNS servers.
And setup the IP in your cable modem or router WAN settings.

Can i do that trough my PC? I don't have access to my router's settings

You can in the network configuration on your PC, but before you do that, do a tracert to 8.8.8.8 (googles DNS servers). If your latency is still high (which I suspect) it is not a DNS issue.
@Shaun o, the PC will cache DNS entries so it doesn't need to look them up every time.

Well... I just removed google DNS from my DNS settings, and now ping is around 100.

So doing a tracert to 8.8.8.8 is about 100ms? that's much more reasonable.

To change your DNS servers on your computer. You will need to open the Network and Sharing center and clicking on the adapter, click propeties, and hit properties on IPv4. Tell it to use the following DNS servers:
8.8.8.8
8.8.4.4
https://developers.google.com/speed/public-dns/docs/using#windows
https://www.opennicproject.org/configure-your-dns/how-to-change-dns-servers-in-windows-7/

FYI 100ms is rather high but it depends on your ISP
1 <1 ms <1 ms <1 ms
2 10 ms 9 ms 9 ms
3 12 ms 12 ms 9 ms
4 14 ms 14 ms 12 ms
5 19 ms 18 ms 18 ms
6 19 ms 18 ms 17 ms
7 17 ms 18 ms 17 ms
8 31 ms 17 ms 19 ms
9 16 ms 18 ms 19 ms google-public-dns-a.google.com [8.8.8.8]

speedtest.net, closest server. Also, it takes a while for me to load a youtube video on 240p

Solution

Welp.. I've tried to contact them, they don't do anything about it. They can send master, but he didn't help me with speed. Another problem - i've got contract for a year.

Nope, i don't live in US. I think i'll have to wait until contract is gone and change ISP

This really looks like a wireless broadband connection....ie something like a cellphone. Some of the older systems were very slow. Normally when you see 800ms or more this is a connection via satellite. You do not see satellite connection except in some very remote locations.

If this is a DSL or cable type of connection then these numbers are horrible. The ISP should fix this....then again if they have over sold the network there may just be too many people using it. You need to check very early in the morning and see if the delays are different.

Looks like the OP has selected best answer and resigned himself to riding out the remainder of his contract with .5mb/s. He didn't reply to my questions about trying a different computer, ethernet cable, etc., so he must have thrown in the towel. I certainly wouldn't have.

I know you can't expect to get the full download speed at all times, but 1/30th of advertised maximum is ridiculous.

I've tried some of solutions, didn't work. So, i think i can wait, because contract ends in the end of this month.
