Pink horizontal Lines coming from GTX 1070

Hello, i have been using my PC for 4 months now and have not encountered any issues until yesterday, i was playing CS GO and my PC monitor went black, i force shut down my PC and when i turned it on there were horizontal pink lines going across the screen. in device manger it says under my GTX 1070 that windows has stoped the device because its not working properly with code 43.
 
Solution
Code 43 almost certainly means there's something wrong with the GPU, I'd start looking to RMA it. Mine went code 43 about 4 months ago and the rep at EVGA said 95% of the time it's a hardware problem.
Do you have a different TV or monitor available to connect to? (Often lines like you mentioned across the screen are issues with the cable or monitor. Does the line flicker or move? or is it like straight across solid line? Is it wide or thin?)

1. Right click on your GTX1070 in device manager
2. click uninstall & if you get prompted to remove the drivers say yes
3. reboot your computer
(At this point windows will detect and reinstall the device into device manager. You may start with some generic/basic video drivers.)
4. Check device manager again, does it still show an issue with the device?
If not:
Install the newest drivers from nvidia
If yes:
Return your video card to the store or call the video card manufacturer.

Yes i have a different monitor and when i connected my PC to it, the lines were still there, The lines flicker and move and turn different shade of pink when moving the mouse across that area of the screen, they are straight lines and they are very thin but there is a lot of them, also i forgot to mention that the fans of the GPU are strong at the initial boot up of the PC but then spin very slow almost like they are off. After resetting windows 10, the GPU does not even show up in device manger so i cannot follow the steps you provided, Thank you so much for trying to help though.
