Question pink lines all over the screen

Not nearly enough info. But I'm assuming that your computer is really new. If so, contact Omen (HP) about this as this shouldn't happen to a new computer.

it happened today when i changed my refresh rate from geforce control panel and was playing games

Changing it back doesn't fix the problem? Pink lines shouldn't be happening even if you lower your refresh rate. Regardless, is the system still under warranty? If so, contact Omen for further troubleshooting.

I cant change it back because it doesnt start up
