Pinned icon to taskbar won't change to display custom icon

First I tried to pin internet explorer to my task bar, then I right clicked the IE shortcut on my taskbar followed by another right click to the sub IE shortcut from the drop down list where I then click properties and change the IE icon to my custom icon. Now it shows that it has changed in properties, but on my taskbar it is still the default icon.

The second thing I tried was creating a short cut then changing the icon of the shortcut to my custom icon then pinning it to my task bar, but it yet again switch back to the default IE icon even though in properties I could see it had been changed successfully. When I go to properties of my pinned shortcuts they all display my custom icons but on the task bar they are still the default icons.

On my desktop(GUI) I got my recycling bin icon to work correctly when it comes to full and empty states. I also got folders to display my icons, but I can't get the taskbar to display any of my icons.

Anyone have any suggestions?
 
I'm not sure what you mean. Do you mean my icons can be locked to default?

Sorry if my original post was unclear I posted late at night. Here are some screen shots to show what I'm talking about

All the icons in the picture, on the taskbar(not paint), I have tried to change to a custom icon and they always revert back to default when I pin them to my taskbar. I have tried refreshing my desktop, and restarting explorer.exe. I've tried going to the .exe files and changing the icon of them and pinning them to my taskbar. Nothing works for me. It messes with my theme having these ugly default icons on my taskbar.

I got one icon to change but the task manager, file explorer, control panel and IE icons still won't change from the default icon.
 
I got almost all the icons to switch to my custom icons on the task bar by creating another short cut and changing the new shortcuts icon to my custom icon and pinning that to my taskbar (Not sure why it didn't work the first time)

Now my problem is I can't change the file explorer icon because I can't create a shortcut to file explorer. When I try to make a new shortcut to documents or My pictures it will not let me pin it to my taskbar even if I unpin the old file explorer.
 
I figured it out, Not sure what I was doing wrong. But all my icons stay as my custom icons even through a system restart or restarting explorer.exe. Thank you for your help and I agree it was the way Microsoft did it.
