Pinned start menu items are in folder but not showing on start menu. Why?

I ran anti malwarebytes and nothing found. I had lots of strange things happening so I reinstalled Windows after formatting my system drive. For 1 day everything was ok. Now the problem has returned. What can cause pinned start menu items to be in the proper folder but the start menu be blank?

it may be due to the setting is set to DO NOT LIST RECENTLY USED ICONS, its just normally error and what can be thought as i saw it on my friends PC while doing a sort of search

Four years of using Windows 7 with recently used items unchecked and no problem until this last week.

Maybe the next time it happens I'll use the event log and maybe I can find what caused it.
I just thought of that.
