Pixelated screen at Windows startup

Hello!
I'm not really sure if it is hardware or software related. Hope to get some help here.
I have a new build and there have always been occasional problems during startup. Everything loads fine but when the Welcome screen should appear, there are just running pixels on the screen.

Restarting usually helps the problem.

I checked system logs but there is absolutely nothing suspicious.
Updating graphics drivers didn't help.

My build:
MBD Gigabyte GA-F2A88XM-D3HP
CPU AMD Athlon X4 845
GPU AMD RX 560
SSD Adata XPG SX930 120GB
RAM Kingston HyperX DDR3 1866 C10 1x8GB
OS Windows 7 Ultimate 64-Bit

Any ideas or tips?

There was some kind of update for bios, I installed it. Will see tomorrow how it goes. Oh yes, the problem usually occurs when turning PC on after a longer period of being shut down.

PSU is connected to the monitor via UPS (I replaced UPS yesterday but it made no difference).
 


How is the Monitor connected to the graphics card?

HDMI, DVID etc?

Also replace the MB battery if it's more than a few years old.

Ah, sorry. It's connected with DVID.
Motherboard is fresh. Every component is fresh, so it's harder to pinpoint cause of the problem. Well, the monitor is a few years old but it worked without any issue with my old build (also connected with DVID).
