pixelated/ static graphics while moving in game.

I have this problem in most games -Im just using minecraft as an example - where specific graphics will move and create a static effect. As displayed in this video.

If you focus on the Grass and the snow-top mountains you can really see what im talking about.


At first I thought this was my monitor so Bought a second monitor and i have the same problem. I believe It may be a problem with my nvidia control panel settings so I will leave a screenshot.

Another theory is my low-end motherboard. I have 2x8 DDR4 at 3200MHz but my motherboard only supports up to 1600MHz.

Yes near enough everygame, whenever there is graphics overlaping each other really, like grass, or fences for example
