Question Pixelated Stream Problem

Hello all, so I stream on twitch frequently. However, right now I am streaming in 720p 60fps. While I am doing this, my streams always look pixelated with a lot of movement. I know why that happens so I have changed my bitrate to 6000. I did an internet test and it came back upload speed at 61.66 Mbps. My PC includes a Ryzen 7 2700x, RTX 3070, 16gb DDR4 Ram at 3200 MHz, Aorus x470 Ultra Gaming MOBO, if you need anything else just ask. Runs on Windows 10. I use streamlabs, I have endlessly played around with my settings but nothing is working. Whenever I stream it is always pixelated and incredibly frustrating.
