Question pixelation in dark areas?

I get pixelation through my pc in dark areas. I assume it's my pc as I've plugged my pc into a smart TV and it only occurs when I'm on my desktop. does anyone know how to fix this?

Can you provide a screenshot or a picture of when this happens?

Though off the top of my head, part of the problem is we're more sensitive to changes in low light vs bright light and when the image is reaching towards the bottom, the shades do get obviously noticeable.
