.pkg files and Windows 10

Hello.
I understand that .pkg comes from Mac OS. I wonder if there is any software or a site, which could create .pkg file under Win 10 OS ?

Reason: There is a .pkg file that I need to edit, I can unpack it using WinRar, but I am failing to find site/software to package it back up.

Please point me to the right direction.

So you want to make it a .pkg file again after you made the edits. Why not just make it a .zip?

I need .pkg because I am editing a game resource file. It turns out that simple drag in and out files that i need using WinRar works.
