Placing a spy

How do you place a spy in an enemy's country? The manual mentions it
and so does the Civilopedia but they don't make it clear how to do it.
I have Espionage and I have embassies in China and Japan, the only two
countries left besides me (Greece), so it ought to be possible. I want
to know how far along they are with their spaceship, but it won't tell
me without a spy.

There are several methods to do this.

Shift-e should bring up an espionage menu.
Ctrl-shift-e should bring you directly to the plant spy menu.
Right click your capital and see what menu items are available.

The way I do this kind of thing is by double-clicking on the enemy capitals
* symbol. but I guess pressting shortcut keys does make it quicker!

You also neesd the Inteligence Agency small wonder. Have you built that?
