Placing bus stops

Hi there

Does it matter which side of the road you place bus stops? I'm especially
thinking about places where I have avenues where one lane has heavy
congestion and one side low, does the stop have to be on the side that has
heavy congestion?

Its important for avenues, since busses can only start their trips on the
near-side of the avenue. If they need to go the other way, they will u-turn
at the closest intersection.
