I'd actually argue that the first response you got has more to do with the lack of modding than the
difficulty in doing so.
Modding generally flourishes best where the players clamor for it. I started working on Kelsey
because of the outcry for more male romance NPCs. I believe Wes's motivations for starting
Solaufein were similar. And it goes on.
On the other hand, the most vocal PST fans speak of it being a glorious whole, sacrosanct and
inviolate, which Shall Not Be Mangled By the Hands of Man. Under those conditions, it's tough to
get really worked up to build a mod for it.
Although it certainly is true that the unfriendliness of the PST engine would have a great deal to
do with it. But I imagine more would persevere, if it didn't look so unrewarding to do so.
