I'd avoid the 8400/9400 six core/six thread variants, and go with the above...(hard to fathom mixing a Z390 with a 9400 anyway)

The above parts kit is vastly superior with the 1660 Super over the entry-level 1650....(As mentioned above)

I’m with the others. I don’t like the i5 range compared to Ryzen offerings and the above build is far superior.
