Planning to build a server not sure which XEON to purchase

Hi,
I'm trying to build a server for some bots.
I'm looking to purchase :
- Intel Xeon E5-1650V4 3.6GHz 15MB Smart Cache Box processor
- Intel Xeon 2011 E5-2620v3 2,4 Ghz

I don't really know much about cpu's . But the first one seems way better.
Does any know any good other cpu's for price of 400-680€

I would go with the Xeon E5-1650V4. He has the same amount of cores and threads but there is a HUGE difference in clock speed.
