So I'm planning to get myself a new graphics card for my pc.

here are the components of my pc

ECS G31T-M7 v1.0 DDR2 Dual Channel 800
Intel Dual Core E5400 socket LGA 775 @ 2.7GHz
dunno my PSU wattage. just says its Across Technology ATX switching PSU
current gfx card is Nvidia GeForce 8400 GS 512MB 64-bit DDR2
Kingston generic 2GB Ram(unsure of the other details)

I'm planning to get a GTX 560 1GB 256Bit GDDR5 or a GT 730 DDR3, 128-bit. I'm kinda worried if my ram or cpu will bottleneck the gfx card. Will it be worth it?

You may want to think about changing your full system for games. By the time you replace the CPU, add RAM, new video card, maybe even the power supply, you are close to the price of a modern system. If you have a low budget, you can get an AMD A10 based system, skip the video card for now, and even that will be a lot faster than your dual core with an 8400 card. Then get a low-mid card like the 750 Ti or the 260X/270X card to boost things once you save up some money.

avoid that GTX 560, just like you mentioned above, it will bottleneck your CPU and ram..

in your case, that GT 730 is the best choice, it will also bottleneck, but not as worse as GTX 560..

GT 730 DDR3 specs:
CUDA Cores 96
Base Clock (MHz) 700

GT 730 Memory Specs:
Memory Clock 1.8 Gbps
Memory Bandwidth (GB/sec) 28.8

overall, it's quite good for 720p, but it's not recommended for 1080p gaming..

you can see the quick review of GT 730 and more options here http://gamingworldblogme.blogspot.com/2013/04/graphics-card-under-100-dollars.html

make sure the 730 has GDDR5

quite a lot stronger than a 8400 gs

for gaming you want 4gb ram minimum with a quad core
