So I've been thinking that I should upgrade my pc with new gpu, but I'm not sure can my psu handle new gpu, MSI gtx 970.

current specs:

Intel Xeon E3-1231v3
MSI z97 Gaming 3
MSI GTX760 Twin Frozr
Kingston HyperX 8GB (2x4GB) DDR3 1600Mhz
Kingston HyperX 3K 120GB SSD
Western Digital Caviar Black 1TB
XFX 550W Core Edition 80+ Bronze

Solution
The difference between the two cards is about 50 watts, and a 550w PSU should be more than sufficient.

Rough guesstimates:

GPU: 225w
CPU: 80w
MOBO: approx 50w
HDD: 10w
SSD: 5w

Rough total: 400w maximum if everything were running at full tilt, well below the max 550w rating and pretty close to your efficiency sweet spot (50%-70% load)
