Does planting forests pay? I realize it depends on where you plant it, and
possibly other factors as well, but is it beneficial for production
compared to a mine and if so, in what way?

The biggest benefit is on tundra which gives a better shield output
than mines until you get railroads.

Other minor benefits I can think of:
It can't be pillaged
It provides extra defense and slows enemy movement

In unmodded civ I only build them on tundra or on grassland with
excess food. In the DYP mod I used to mine forests for extra shields.
