Can I run gta5 on hp folio 9470m.. and fifa 17..
spec: 8gb ram, intel core i5, 4000U,

Offhand, without a real video card and a 4th gen U model i5, not you can't really run it. Maybe if you drop resolution to 800x600 and run on Low settings. Not much fun though.
