AS far as I know, regular ToA (non-artifact) items can be bought from
consignment merchants, traded, etc. Classic and SI have patches that
allow you to have ToA-equipped toons act the same way.
As for your friar spec, I don't see any problem with your template.
Clerics are the buffbot of choice, not friars. Friars are more leather
fighters with heal/rezz. Your base enhances will be as high as your toon.
You will be lacking in the self buffs, but if you can live with that,
others should be able to, as well.
