[SOLVED] playing videos causing frames drop/unsmooth mouse movement

just finished building my new pc and i'm running into an issue where it feels like my frames drop and mouse movement is very choppy whenever i have any video playing(chrome and video files). returns to normal when i pause/stop the video. i originally thought it was an issue i was having on chrome but it also happens when i play video files with different media players; windows media player, pot player, vlc, etc.

computer is connected to 65" 4k tv via hdmi plugged into gpu. resolution is 3840x2160, i tried changing resolutions but doesn't help. this only happens when i have a video playing, games run very smoothly with no apparent drop in fps. anyone know what's might be causing the issue? any help is appreciated

asus crosshair vii hero wifi w/ latest bios
ryzen 3700x
rtx 2080 super w/ latest graphic driver
corsair vengeance rgb pro 32gb

hi, on your tv enable game mode or disable video enhanced motion
what you experiencing is opera soap effect
usualy TV detects PC fine so its not enabled by default

if u acnt find settings in your TV, you can post your tv model here

was still having problems with game mode enabled but turning off the video motion enhance worked. thanks for your help
