Playing Xbox One Games Without an Xbox One

Soooooooo, I want the power of the Xbox one, but I already have an Xbox 360 and I don't wanna sell it. I also have a gaming PC with Windows 8.1. When Windows 10 comes out, will I be able to buy Xbox games on the Xbox application and play them on my PC? (By the way, I'll buy a controller to play the games.)

Basically, can I use my PC as an Xbox One by getting games on the Xbox app and connecting a controller? i looked up the Xbox One's specs and my PC is twice as good, soooooooooo...

you will be able to stream games from the xbox on the pc - much like nvidia's shield and they will make some games cross platform but you won't be able to play native xbox games on the pc or vice-versa
