1)That cooler is a bit small for that cpu. It's a lower binned 10900K. Try NH-D15 instead.
2)64GBs of ram? Is this really for JUST gaming? 32GBs is still considered overkill for most.
EX: Imma leave the storage alone - I don't know what to make of all of that...
3)3060 for 4K? That's a little weak, isn't it?
4)That's a really big power supply... there should be a 3090 in there. A RM750X would've been good with just a 3060.

1)That's a really fancy board... I don't know what this offers in games over a Strix Dash(-) E or Dash F - if you're trying to stick with the ROG branding or something.
2)64GBs of ram again.
EX: Skipping the storage.

4)Power supply. Same deal as build #1.

Is this really for 'just gaming'? Because some of the overspending in certain areas could be leveraged towards a more powerful, and more suitable gpu for 4K.

What is your budget?
It seems to be high.
Most games will be limited more by the graphics card than the cpu.
A GTX3060 is a fine card, but I think it would not do well for 4k gaming.
A RTX3080 or RTX3090 would be more appropriate.
Good luck on finding either at a decent price.

On the processor, it is the single thread performance that matters most to games.
For that, you would be advised to go with 11th gen intel I9-11900K
I9-10900K It has 20 threads and a passmark rating of 23968. That is when all 20 threads are fully utilized.
Not likely in games where more than 6 threads are not effectively utilized.
More threads are good if you play multiplayer games with many participants.
The more important metric is the single thread performance of 3168.

This is very good but not as good as the i9-11900K of 16 threads and a rating of 25594/3462.

You would want a Z590 based motherboard to get the most out of the processor.

Can you wait?
In a month, alder lake launches with even better performance along with ddr5 ram and a Z690 based chipset. They may be scarce then.

64GB is most unusual for gaming. 16gb is usual, but I would have no problem with a 32gb 3600 speed kit.

I love the noctua air coolers.
I use a nh-D15s with a i9-11900K and have no heat issues under load.
You need a good case with front intake airflow.
I would look for one with two 140mm font intakes and 160mm headroom for the cooler.

Noctua coolers come with a tube of very good paste, no other paste needed.

Why the three 4tb HDD drives, What will they be used for?
You can buy 8tb, even 18tb Hard drives.

Love samsung ssd devices, 970 evo plus m.2 is a good pick.

Sound cards can give you problems.
But, if you are an audiophile, then, perhaps.
I would try motherboard onboard sound first.
You can always add a sound card later.

See if you can see those monitors in person. Their 170/160 viewing angle is not the best.
The refresh at 60hz which is ok, only a 3090 is likely to exceed that.
With the availability of 49" wide monitors I would look at one of those.
Or, look at the 48" LG OLED tv.s which will refresh at 120hz.
