Hello!
I need advice .. should I upgrade PC or buy new ?
CPU: I-7 4790k
Gpu: GTX 980 4Gb
Ram: 16 Gb
Motherboard: Gigabyte GA-Z97X-UD5H
Maybe upgrade GPU to GTX 1080Ti ?
Will it worth it ?

Solution
Worth is something only YOU can determine.
What is your budget?
Have you overclocked your 4790K?
If not, you are leaving some 30% cpu performance on the table.

Some games are cpu limited, and some are graphics limited.
If you run your game at low settings, does your fps improve?
If it does, that indicates that your processor is capable of running a better graphics card.
A GTX1080ti is a significant jump in graphics performance.

A I7-9700K and a RTX2080 super is about as good as it gets for gaming.
You will also need a z390 based motherboard and ddr4 ram.

What is the make/model of your 750 and 850w power supplies?
If they are of good quality they will run any modern graphics card you can afford.
Do not worry about 850w, the psu will...
No, it wouldn't be worth it to upgrade to 1080ti with your current CPU.

I'd suggest a new base system. Keep your GPU/HDD's/SSD's, and PSU (if the PSU is decent.

Then get something like this to upgrade your base system.

I've added an SSD for a boot drive, it along with the other parts and the GTX980 will keep you gaming at 1080p 60-100hz nicely. Then in 6 months or whenever you have the money, get a RTX2060/2070 super, for high res/hz gaming.

When I was playing In assasins creed Odyssey I get like 26 fps and sometime 16 fps ... at 1080p on high settings ...

Also does this AMD CPU and mother board will support Nvidia ..???
It's different systems ??!!!!
It's pretty cheap ..
Hmmm its cpu a little more powerful then i7 4790k...
You saved me some money ..
I was thinking get new build with this
I7 9700k
Rtx2080 super and 16 GB ram

Yes, AMD systems support Nvidia. Of course.

There is amazing value to be had right now. This AMD system is a fabulous gamer, and will give you a fantastic experience.

Your GTX980 only has 4gb vram. So if you buy the new system, you will need to get a new GPU further down the line. But the 980 will be still good for most games at 1080p/60hz.

I7 9700+16gb+ 2080 Super, would be pretty much the best FPS you could get for gaming. The Ryzen 3700x get's close to the I7 9700k for FPS.

Do not worry about 850w, the psu will only consume the power demanded of it, regardless of the max capability.

No I have not overclocked cpu ..
PSU i bought 5 years ago still in the box its a Corsair Professional Series HX850
will it work in modern PC ?

HX850 is an excellent PSU on this list.

Older power supplies may not be able to handle some of the very low power saving options of the newest motherboards.
That should be no issue since you can set such options in the bios and it only applies to sleep states.
Someone more expert than I can tell you more.
I would not be worried at all.
