The 240GB SSD will allow for MUCH faster boot times, and will run software like Microsoft Office etc. much better, it is not simply more storage space.
Do not use it for games though, as it offers no performance benefits in that regard.
The 1070 is a mini version which will have worse cooling and lower boost speeds, and suffer performance wise as a result.
It also isn't worth the sacrifice of an SSD or 16Gb of RAM. :/

To get a GTX1070 leaving out SSD and 8GB of RAM is worth it.
At that budget longer boot time and few secs of load time is okay when you are getting lot better gaming experience at your reach.
I have read positive reviews of that GPU but if you say it is unsatisfactory I will change it
The problem is if you go to a desktop 1070, you then need a 500w power supply bumping up the cost by another $10, and OP stated that the build must be under 800.
When you're cutting out an SSD completely, rocking a 1TB HDD and 8GB of RAM, that's a little too far to compromise for a card that's going to be overkill for 60Hz 1080p anyway, but yeah, I guess it's up to OP.

To be honest even GTX1080 will not remain an overkill for a long time and at present GTX1070 is not at all an overkill as it is hardly giving avg. of 60-70fps at ultra settings and in upcoming year or two it will fall down to 40-50fps.
