I have had the fan blades & bearings section literally fall out of the fan assembly. While these might be under warranty I suggest you just replace the fans with some better quality ones.
The fans have sealed bearings, no need to lubricate them. In fact if you do lubricate them, youll just have all the lubricant thrown all over the inside of your pc.

Can't be lubricated. And as for the rpm question, no the fan can't run faster than its max rpm. If the fan isn't fast or strong enough, replace it with a better one
