Please explain timing for a novice...

Can someone explain what the timing means?

If i have a choice of G.Skills Ares memory ddr3 1600

and one has a timing of 9-9-9
and the other 8-8-8

does the lower timing mean it is better?

Yes, lower timings are faster, BUT, the difference between 9-9-9 and 8-8-8 is so small that you would only ever see the difference in benchmarks. Even then, it wouldn't be a HUGE difference.
