the thing is the card is always at 99% load when it is at 1070 clock and 1256 vddc , so the card gets relatively hot and the fan keeps goin up with it..
but now when downclock it to 950 mhz and 1000 vddc the gpu load doesn't even exceed the 40% load and temp is average at 55c .. so it becomes absolutely normal on that clock .. this is why i don't understand or get the idea .. if that's a problem in the card itself or i really need a bronze psu atleast
99% usage is normal under load when nothing else is bottlenecking or limiting the operation of the gpu (like too slow cpu or vsync etc...). In fact you want this.
40% load is a weird result from underclocking the card, it should not behave like that. Maybe the volts are too low... increase them a notch or two if you can, or just try every setting between the 1000 and stock but dont go over the stock vdcc...
edit have you tried running with the side panel removed, like in those pics? the temps should drop at least a little...
