Please help. Am I getting ddosed? Windows IP Conflict

So my internet keeps cutting on and off and I get a windows notification saying "Windows IP Conflict" Am I getting ddosed? Can anyone tell me what this is and how do I solve it because it's actually worrying me. I managed to fix the issues by just resetting my router but I've experienced this more than once now.
