I was wondering why the results say my GPU is performing so poorly.

Usually about 55-65.
Also, If you don't mind answering: Do you think my CPU is bottlenecking my GPU a bit? I was thinking about upgrading to a 9700k. Do you think that would work with my GPU a bit better?

You should be good with what you have. I have a 7700k as well with a 2070S no issues. My 2070 goes up to 56C or so. CPU goes to 65C max and that's after the de-lid. I do not notice any lag/glitches/spikes/delays while gaming at max settings
