Question Please Help :( Brand New Gaming Pc Micro Stuttering Everywhere

Hello,

I just built my pc using the combo deals found on microcenter my specs are:
Ryzen 7 7800x3d
2x16GB Corsair Vengeance RGB DDR5 6000
Asus ROG b650 a gaming wifi
RTX 4060 (4080 on the way)
EVGA Supernova 1000w gold PSU
Asus tuf gaming 165 hz 1440p monitor

Now as for my problem, I have tried literally anything I can find online and am getting so annoyed and desperate to fix this, I have been 3 days straight reinstalling drivers, windows, changing bios settings, random other things people suggest, different monitors, etc...

Games are almost unplayable due to the frustration, I have zero games installed on this new clean install but when dragging tabs around it will have slight micro stuttering or maybe it's not the actual computer lagging but some problem between the pc and monitor... no clue, I have tried turning freesync premium on and off changed all the nvidia control panel settings and nothing seems to change this I'm really out of ideas and have had no success with my hours scrolling through reddit and watching youtube,

any help would be extremely appreciated and I will be forever grateful

You forgot to mention how you're cooling the processor.

What BIOS version are you on for your motherboard?

Got a link to the ram kit you're working with?

You state reinstalling Windows, are you working with Windows 11? If so, did you install the OS in offline mode, manually installing all relevant drivers with the latest versions in an elevated command, i.e, Right click installer>Run as Administrator?

Might want to take a video of it and then pass it along for us to see.
 
BIOS is on version 3222?

RAM is set to 6000MHz? Did you check it in windows?

Which hard drive are you using?
firmaware up to date ?
scan it with its manufacturer´s tool

check windows for errors with dism commands

ALC audio firmware updated? Audio ALC4080/ALC4082 FW update tool

chipset driver downloaded and installed from AMD.com?

Temperatures checked? how hot is the CPU getting? how hot the GPU?

did you connect the nvidia gpu to the monitor and not the motherboard video port?

eventually install the AMD GPU drivers as well as the nvidia.com ones

check the CPU socket of the motherboard for bent or discolored pins
 
Thank you for your responses I really appreciate it, yes the bios is on 3222 and I have it plugged into the GPU it is windows 11 and I set the profile on the bios to set the ram to 6000 and it does show up on windows as such, when I get home I will screen record my problem and try to send it here. I am using an ssd that has the os on it and I have downloaded and checked every possible update and firmware for both the cpu and gpu. I checked the temps but it didn't seem high to me and from what I saw online it was within the normal ranges and I didn't look too far into it as the problem persisted into a brand new install just dragging tabs around, this does continue into games especially, very solid fps but the micro stutter really kills it.
